About 20% of the competitions held by public art Lower Austria, and of invited proposals, cannot be realised for different reasons — budget, negative reception, sustainability or technical issues. However the concepts submitted by artists and selected by the jury still form a key pool of ideas while documenting a broad diversity of different approaches. At the same time they bear testimony to the sometimes surprising, sometimes disagreeable and sometimes understandable boundaries of art in an outdoor context. Accordingly, these projects represent a significant part of the Kunst im öffentlichen Raum Niederösterreich archives.
